
It does not matter if you use paper or electronic. It does not matter if you write one to do list or many, sorted by type of action. It does not matter if you file by topic or straight alphabetical. One is not better than the other.
What does matter is that you choose a system, and then use that system. Of course, there's a tryout period, and you may really dislike a technique or tool and choose another instead. But soon you have to stop searching for Prince Charming and get back to work. Do not confuse motion with progress.
